الإستثمار المباشر فى عصر ما بعد العولمة يبحث دائما عن الأفضل من حيث مقرات الإنتاج  ومدى وفرة المواد الخام وسهولة الوصول لها وتكلفتها و الأيدى العاملة ودرجة مهارتها وتكلفتها الإنتاجية  ومدى توافر البيئة الملائمة للإنتاج و توافر الطرق والموانئ و السكك الحديدة وكل ما يلزم لتسهيل نقل المواد الخام وكذلك المنتج النهائى لينتقل الى مقر أخر للتوزيع أو لأكمال دائرة الإنتاج فى فى مدينة اخرى أو بلد جديد فى عالم اليوم أصبح المقر الرئيسى للشركة فى دولة و مراكز الإنتاج فى دولة أخرى  وقطاع الحسابات والتسويق فى مقر أخر ويتم التجهيز فى مكان أخرى لنبيع فى سوق عالمى لا يعرف الحدود بل كاسر للحدود فى ظل هذه الوضع اصبح تنمية الدول للبنية التحتية لها و تتطويرها أمر حياه او موت .
فتعريف البنية التحتية هو كل المنشآت والخدمات والتجهيزات الأساسية التي يحتاجها المجتمع بدأ من توافر المياه النقية الصالح للشرب والإستخدام و الصرف الصحى و الطرق والجسور وخطوط السكك الحديدة والمطارات والموانئ  وشبكات الكهرباء ومحطات الوقود وخطوط الهاتف وشبكات خطوط الهواتف النقاله والإنترنت .
كل ما سبق أصبح ضروره لمقومات الإقتصاد الحديث لتوطين الإستثمارات الوطنية وجذب الإستثمارات الإجنبية وأصبح مؤشر مدى توافر وكفاءة البنية التحتية من المؤشرات الرئيسية لتصنيف الدول فى تقرير التنافسية العالمية الصادر عن المنتدى الإقتصادى العالمى و ترتيب أقتصاديات الدول عن البنك الدولى  و أصبحت هذه التقارير اليوم هى المؤشرات الرئيسية التى ينظر لها المستثمر العالمى قبل الشروع فى التعمق فى دراسة سوق الدولة التفصيلى وحجم العرض والطلب فيه وما الى ذلك من تفاصيل مدى الجدوى الإقتصادية للإستثمار المزمع القيام به .

    لاتتوقف اهمية البنية التحتية على انها القاعدة الأساسية فى الأقتصاد الحديث لجذب الإستثمارات و لكن على أنها قطأع أستثمارى هام جاذب للأستثمارات ذات العائد الثابت المؤمنه من قبل الحكومات بالإضافة الى أن حجم الأعمال داخل مشاريع البنية التحتية يرفع معدل التشغيل داخل الدول ويساهم فى خلق المزيد من الوظائف وتقليل معدلات البطالة وهذا ما تحتاجة معظم الدول العربية الان .
    ويعد قطاع البنية التحتية عالميا من القطاعات الواعدة الأكثر جذبا للإستثمار الأمن “الأستثمار ذو العائد الثابت” و مؤخر تم تدشين  بنك الاستثمار الآسيوي للبنية التحتية Asian Infrastructure Investment (AIIB) Bank  برأسمال 100 مليار دولار و بمشاركة 57 دولة على مستوى العالم منهم 7 دول عربية ( الكويت – السعودية – الامارات- سطنة عمان- الأردن – قطر – مصر)  مما يعزز الفرص التمويلية أمام الدول العربية للإستثمار فى مشاريع البنية التحتية بالإضافة الى التمويل المباشر من الحكومات وتمويل الصناديق الإستثمارية المتخصصه و الصكوك المصدرة بغرض تمويل مشاريع البنية التحتية.

سنتحدث في هذه المقالة عن ماهية المضاربة وكيفية المضاربة في البورصة وما اذا كنت مؤهلا لكي تمارسها. ان المضاربة في البورصة هي وسيلة شعبية جدا وتستخدم بشكل كبير بين المتداولين، فهي عملية تشمل افتتاح سريعة وتصفية سريعة للصفقات، بحيث تتراوح المدة الزمنية بين افتتاح الصفقة واقفالها من 3 دقائق الى 5 دقائق، وهناك نوع اخر من المضاربين يبقون في مواقعهم لمدة تقل عن دقيقة.

يفرق السوق بين هؤلاء المضاربين وبين المتداولين العاديين، فالمتداولين العاديين يحافظون على مواقعهم لفترة زمنية طويلة مقارنة مع المضاربين، وبالتالي فان التواجد في السوق للمضاربين يكون اقل بكثير من المتداولين العاديين الذين يتبعون الاتجاه العام عند عقد الصفقات، وكنتيجة لذلك فان المضارب ينأى بنفسه عن التحركات المفاجئة التي قد تحصل في السوق، فيقلل المخاطر من وراء تجارته، ولكن ينصب اهتمامه على محاولة اختيار الفروقات او السبريد الاقل، لانه يقوم بفتح واغلاق الصفقات بشكل كثير ودوري وبالتالي كلما كان الفرق بين سعر البيع وسعر الشراء اكبر كلما زادت خسائره. في حين ان المتداول العادي لا يقلق ابدا بموضوع ارتفاع سعر السبريد او انخفاضه لان ليس له اي تأثير يذكر على مرابحه او خسائره.
ان المضاربة في سوق الفوركس ليست مناسبة لجميع المتداولين في السوق، فهي استراتيجية مناسبة لفئة معينة دون غيرها، فالمضاربين يستغنون عن فرص كبيرة في السوق مقابل الحصول على السلامة وتقليل المخاطر في تجارتهم، فهي عملية كر وفر في السوق يدخل في وقت محدد وبمبلغ محدد ويخرج بسرعة كبيرة وعادة ما تكون مواعيد دخوله وخروجه مرتبطة بالاخبار والبيانات التي تصدر من البنوك المركيزية و مؤشرات المضاربة ، اما بالنسبة للمتاول العادي فهو يزيد من نسبة مخاطرته ولكن العائد على الاستثمار في حالة الربح كبير جدا مقارنة بالمضارب في البورصة .
ان اسلوب المضاربة في البورصة هو امر يحتاج الكثير من الاهتمام والتركيز في حركة السوق وتحليل السوق بالشكل الدقيق وبفترات زمنية متقاربة جدا لكي يحصل على الرؤية الدقيقة للسوق. فالمضارب يقوم بالكثير من الصفقات، حيث يتراوح العدد بالمئات خلال اليوم الواحد، لذلك عليه ان يكون دقيقا في رؤية السوق بالمنظور الصحيح، لكي يستطيع ان يقنص اللحظات المناسبة للدخول والخروج من السوق.

Readers Question. What is economic welfare? can you please elaborate on how it affects an economy?
Definition of economic welfare: The level of prosperity and quality of living standards in an economy. Economic can be measured through a variety of factors such as GDP and other indicators which reflect welfare of the population (such as literacy, number of doctors, levels of pollution e.t.c)
Economic welfare is a general concept which doesn’t lend to easy definition. Basically, it refers to how well people are doing. Economic welfare is usually measured in terms of Real Income, real GDP. An increase in Real Output and real incomes suggests people are better off and therefore there is an increase in economic welfare.
However, economic welfare will be concerned with more than just levels of income. For example, people’s living standards are also influenced by factors such as levels of congestion and pollution. These quality of life factors are important in determining economic welfare.
Economic Welfare and Utility
Economics is concerned with ideas of utility. Utility represents the satisfaction / happiness of a consumer. For example, if you are willing to pay £10 for a CD, then presumably you get a utility of at least £10 worth from the good.
Welfare Economics
This is a branch of economics devoted to determining the optimal allocation of resources in society. It is concerned with allocative efficiency and social efficiency.

Measure of economic welfare (MEW)

This was developed in 1972 as an alternative to GDP. It was developed by William Nordhaus and James Tobin. (Nordhaus, WD and Tobin, J (1972) Is Growth Obsolete?
It adjusts the measure of total national output, to include only items that help improve economic well-being.
In addition to GNP the MEW includes:
  • The value of leisure time enjoyed by citizens.
  • Value of unpaid work
  • Economic output in the underground economy (not measured by official GDP statistics)
The MEW also excludes factors which reduce economic welfare, such as
  • Environmental damage
It is also known as net economic welfare (NEW) (Samuelson and Nordhaus, 1992).
Issues of Economic welfare can be explored by looking at these issues.

 If the governments gets more tax revenue it can mean either:
  • a. other taxes can fall,
  • b. the government can spend more on public transport
  • c. or the budget deficit can reduce.

Nobody likes new taxes, but whether money is collected from new or old taxes makes no difference to the disposable income of the tax payer.

2. Increase social efficiency. In a free market the consumption of cars are overconsumed. When driving people ignore the negative externalities of congestion and pollution. The social cost is much greater than the private cost. Therefore it makes sense for the government to charge a much higher price of driving in congested areas.

Fat Tax: Why we should tax unhealthy foods

If a government could introduce a relatively painless way to prevent 3,000 lives being lost through terrorist action, do you think we would hesitate to introduce such a policy?

A report by the University of Nottingham and University of Oxford [1], claimed that introducing a tax on unhealthy foods would save, at least, 3,000 lives a year from heart disease. The authors also claim this is a conservative estimate, because it ignores the benefits from the reduced incidence of diabetes, strokes and other obesity related illnesses.

Yet, despite the real benefits promised, many politicians and consumers were quick to dismiss the idea. Is it really a good idea to introduce a fat tax, or do Big Macs deserve to remain cheap and free of extra tax?

Arguments for a Tax on Unhealthy Foods


1. Externalities of Unhealthy Foods.


Unhealthy eating has an impact on ourselves but also on the rest of society. Obesity related diseases cost the UK £3.4bn per year. [2] The cost of Obesity in the US is estimated at $75 bn.[3] If we choose to eat foods that make us unhealthy and obese, this creates external costs such as:
  1. Medical Costs – treating obesity.
  2. Lost productivity at Work e.g. Time off sick
  3. Premature death

Therefore, the government should collect sufficient tax from unhealthy foods to pay for the external costs that they create. It is the same principle as to why petrol and cigarettes are taxed; e.g. higher petrol tax is justified because petrol causes pollution.

The external cost of unhealthy food is not easy to calculate, but this is not a reason to avoid having a tax. The point is that at the moment society is effectively subsidising the consumption of unhealthy foods, and ultimately it is the taxpayer who has to pay for this.

2. Personal Cost of Obesity

Eating unhealthy foods increases the likelihood of obesity, early death, depression and a whole catalogue of related problems [4]. Higher prices would discourage people from consuming unhealthy foods. It may not stop people eating fatty foods completely, but this is not the aim. Reducing consumption of fatty and salty foods would have a significant benefit in improving health and personal well being.

3. It will save lives

Currently, more than 216,000 people in the UK die from heart attacks and strokes each year [5]. Heart disease is the second most common cause of death. The report suggests that 3,000 lives per year could easily be saved in the UK. As well as saving lives, reducing obesity will also improve the quality of life.

Arguments against a Fat Tax


1. It is unfair to tax fat people. It is discrimination

This is not a tax on fat people. A government inspector is not going to go around with a weighing scale, dishing out tax penalties for people who tip over the scale. This is a tax on unhealthy foods, paid by everyone who chooses to consume them.

2. It's just another scheme to raise government revenue

A tax on unhealthy foods should be revenue neutral. It is not about raising total tax revenue, it is about switching the tax burden. If the government raised £2 billion a year from such a tax, this tax could be used to subsidise healthy foods, pay for health care or reduce other types of tax.

3. It is a tax on the poor

The argument is that those on low incomes are more likely to consume unhealthy foods, therefore, this tax will increase inequality. However, if a tax on fatty foods saves lives, we should not avoid implementing it just because it is the poor who will mostly benefit. If we are really concerned about the impact on equality, the revenue from a fat tax can be targeted to the benefit of the poor. An increase in inequality need not occur from a fat tax.

4. Nanny State
  • Who is the government to tell people what to eat? If people want to eat salty and fatty foods then let them.
But, the whole point is people are still free to consume as much salty and fatty foods as they like. It is just that now they have to pay a fairer reflection of the true cost to society. If you got drunk and caused economic damage, has not the state a right to make you pay for the economic costs of your drunkenness? Similarly society has a right to make you pay for the economic cost of unhealthy food. As an additional benefit, you will probably live longer and feel happier.

5. It won't have any effect
  • Look at smoking; the government tax smoking, but people still smoke. Tax on petrol has not stopped people driving.
Demand maybe inelastic for fatty foods, but they will reduce consumption by a certain amount, and this is the intended effect. For example, a tax on an extra large Big Mac, may reduce consumption by 20%. Instead of eating 10 a week, some people may not only consume 8 a week. This reduction of 20% will have a big impact on improving health. The aim is not to stop people eating unhealthy foods, but reduce excessive consumption. In moderation fatty and salty foods do not cause a problem.

6. Obese people die early and save the government paying pensions

In a perverse way, this is actually a good argument. Because people who eat unhealthy foods have a shorter life expectancy the government will pay out less state pensions. Therefore, this reduces the external cost of obesity and so lessens the justification for a tax based on externalities. However, in another way, the fact that people die early is hardly a powerful argument for not trying to stop it.
